The problem is "simple" character often mean spam 1 gimmick move to defeat players. Other question - which character is most simple.
New players do use characters on 100% potential, so tiers are nonimportant for them.

So pick someone, learn his moves, then think if you like this character or not. It probably will take several weeks to understand character gameplaywise.
